David
R. Lloyd is the Director in the Facilities Management and Services
Division (FMSD), Office of Administration and Resources Management
(OARM), U.S. Environmental Protection Agency, Washington, D.C. Prior
to joining OARM, David was the Assistant General Counsel for Claims
and Property Law in the Office of General Counsel of the U.S. Environmental
Protection Agency. David joined EPA's Office of General Counsel
in 1991.
Prior to that time, David spent four years in private law practice in the office of Cotten and Selfon in Washington, D.C. and in the offices of Allison, MacKenzie and Hartman in Nevada. As an associate in these firms, David specialized in commercial real estate, corporate practice and commercial litigation. David received his Juris Doctorate from Washington and Lee University in Lexington, Virginia in 1988, and was graduated from George Washington University in Washington, D.C. with a Bachelor of Arts with honors in English Literature.
As the Director in FMSD, David is responsible for the day-to-day
operations of the Division, which employs 65 federal employees and
over 200 contractors, supporting the Architecture and Engineering
Branch, the Facilities Operations Branch, and the Sustainable Facilities
and Practices Branch. The Division provides support and national
policy guidance for EPA's facilities nationwide.
