Containing the Cost of Containment: Cost Management
Strategies for Biocontainment

The cost of designing, constructing, and operating a modern biocontainment
facility has dramatically increased in the post 9/11 world. Owners
are facing budget overruns in the 20 to 30 percent range by using
the standard design practices and strategies, which, up until pre-9/11
were found to be adequate. Hellmuth, Obata & Kassabaum (HOK)
and WorkingBuildings will discuss a new approach, which has been
used in several high-profile containment projects that have yielded
significant cost savings and maximized operational intent. Elements
of this new cost containment approach use improved project program
goal collection and verification, schedule drivers, benchmarking
comparisons, and costing strategy throughout the project.
Each of the elements are essential to the principles of Labs21
by focusing the project on the exact elements required to meet its
mission intent. Fewer resources are expended both in the construction
and operational phases. Reducing unnecessary expenses also ensures
that the critical and limited financial resources are put to best
use.
This approach has been used in laboratory containment projects
ranging from $50 million to $350 million.
Biography:
Rohit Saxena is a Vice President
for HOK and brings over 21 years of experience in architecture.
He leads the Science + Technology Focus Group for HOK in Atlanta
and his responsibilities include planning and overseeing science
and technology oriented projects with special emphasis on academic
teaching and research laboratories. His most recent works include
the 325,000 sq. ft. Whitehead Biomedical Research Building at Emory
University and the 145,000 sq. ft. Paul D. Coverdell Building for
Biomedical Research at the University of Georgia at Athens. Both
of these laboratory projects and others he has completed include
integrated sustainable and high performance engineering strategies
that will be covered in his presentation. Rohit Saxena, is a regular
speaker in industry conferences on laboratory design and sustainability
including Labs21, Tradelines, U.S. Green Building Council Conference,
and SCUP.
