Internal and External Threat Management

Extremists make up a very small percentage of any single issue activist movement. Historically their activities were restrained and somewhat predictable. Over time, the tactics employed by these groups have increased in violence and sophistication. Recent government focus on these groups has driven them further underground, expanded their footprint, and forced them to modify tactics. Despite the unwanted governmental attention, these groups continue to recruit members and raise staggering amounts of money, which will make them a viable force to deal with in the future. This presentation will provide an overview of the history of attacks, targets, and anticipated tactics, with the hope that engineering strategies can continue to mitigate the impact of these groups on the research community.
Biography:
Fred Larsen, Eli Lilly and Company, has spent the last six years as the lead investigator within corporate security. His primary focus within the company is threat management, including vivarium security worldwide. Prior to joining Lilly, Mr. Larsen served on the Indianapolis Police Department, retiring in 2004. While at IPD his assignments included investigative and administrative postings. During the last 10 years of his career with IPD, he was the detective lieutenant assigned to the bomb squad. Mr. Larsen also served on the adjunct faculty of Indiana University–Purdue University Indianapolis in the School of Public and Environmental Affairs.
Mr. Larsen received his Bachelor of Arts degree in criminology from Purdue University. He has also attended the FBI National Academy in Quantico, Virginia.
